LIBRARY BOARD

About the Library Board

The Library Board, which is created in accordance with Utah State Statute 9-7-403, consists of nine Board Members who establish policy, oversee staff, and act as an advisory board to the Mayor and the Municipal Council.

Qualifications of Library Board Members:

  • Interest in libraries, books, reading, information
  • Generally, a cross section of the city is desired
  • A nice diversity of business, education, homemakers, etc. is appreciated on the board
  • Board members should be thoughtful, articulate, and level headed
  • People who like to read are always welcome

Duties and Responsibilities of the Library Board

  • To employ a competent and qualified library director
  • To determine the purpose of the library, and to adopt written policies to govern the operation and program of the library
  • To determine the program and needs of the library in relation to the community and to keep abreast of standards and library trends
  • To secure adequate funds to carry on the library program
  • To establish, support and participate in a planned public relations program
  • To assist in the preparation of the annual budget and approve the final document
  • To know local and state laws and to actively support library legislation in the state and nation
  • To establish library policies dealing with book and materials selection
  • To attend all board meetings and see that accurate records are kept on file at the library
  • To attend regional, state, and national trustee meetings and workshops, and to affiliate with appropriate professional organizations
  • To be aware of the services of the State Library
  • To report regularly to the governing officials and the general public

Board Members are appointed for a three year term and may be reappointed to serve a second consecutive three year term. Nominate yourself or someone else to serve on the Provo City Library Board by filling out the online application.

LIBRARY BOARD MEETINGS

The Board usually meets on the second Wednesday in January, March, May, July, September, and November at 4:00 p.m. in the Provo City Library Board Room, #204. 

The agenda is posted in the Library three days prior to the meeting. 

Board Meetings are open to the public.

Guidelines for Library Board Meeting Public Comments

The Provo City Library Board encourages and welcomes resident participation and input. The purpose

of these guidelines are to ensure that interested individuals are allowed time to address the Board, while permitting the Board to conduct its meeting in an efficient and effective manner.  To guide the process and maintain an environment where everyone feels comfortable participating, please observe the following rules:

  • Public comments are only permitted during the time designated on the meeting agenda.
  • A maximum of five speakers can be heard at each meeting, and each speaker will have a maximum of three minutes.
  • A sign-in sheet will be available for audience members to let the Board know they wish to participate in the public comment period. The sheet will request name, address, and group affiliation (if any) of the person wishing to make public comment. Anyone refusing to identify him or herself will not be permitted to speak. As a courtesy, it is appreciated if notice of an intention to speak is given to the Library Director in advance of the meeting.
  • Groups wishing to comment must select one representative to present the group’s view.
  • The Chairperson is the designated spokesperson for the Board. As spokesperson, the Chairperson will call names from the sign-in sheet in the order they are listed.
  • The Library Board will not engage in conversations with speakers during public comments.
  • Comments should be brief and to the point. Negative comments to individual Board Members or Library Personnel will not be tolerated, nor will repetitive comments or language that is considered offensive, harassing, or profane. It is the responsibility of the Chairperson to declare the person out of order and to refuse him or her permission to continue to address the Board.
  • The Library Board expects everyone in the room to be respectful of speakers and not jeer at or cheer for them.
  • The Library Board does not allow disruptive demonstrations for or against an issue, including the use of placards or pictures.
  • Additional agenda items will not be added after public comment, and there is no guarantee that suggestions brought forth by the public during the comment session will be addressed by the Board at a future meeting. The Board may refer any matter of public comment to the Library Director, Library Staff, or the appropriate agency for review.
  • If distribution to the Board is desired for written remarks, documents, or other items about the issue, they need to be submitted to the Library Director at least 3 business days before the meeting.
  • All comments made become part of the meeting record and the Board minutes will reflect the name of any speakers and the substance of any comments. Any materials presented to the Board will be included in the Library’s files rather than the minutes.
